• To identify approaches that can promote data exchanges within Hong Kong
• To identify approaches that can facilitate cross-boundary data collaboration within the Greater Bay Area (GBA), in compliance with Mainland's cyber security and data protection laws with regard to cross boundary data flow
• To identify approaches that can facilitate cross-boundary data collaboration with the rest of the world
• To identify necessary technology, infrastructure and platform that are essential to facilitate data collaborations
